Congress & Earmarks. Just Like Meth, The Addicts Can't Stop

I never thought David Obey and I would agree on something... but he raises a good point in his recent "Dear Colleague" letter to other members of the House of Representatives.  The GOP is being hypocritical when it opposes spending bills that include pork barrel projects they have lobbied for but then vote against when they know the Democrats' majority in Congress will pass the bill anyway.

Is it any wonder that Congressional spending is out of control?  What Congressman is willing to stop earmarks?  Obama talks about putting earmarks on the Internet for everyone to see (which is fine) but does nothing to cajole Congress into stopping the practice of earmarks or pork barrel spending.  Like a bunch of addicts holed up in some sleazy meth house, these men and women just continue spending with total disregard to the United States' tenuous fiscal condition.

Obey (D-Wisconsin) (and a very liberal Democrat at that) writes:

I feel compelled to point out the irony that some members demand that programs be fully funded and then decline to support the bill that carries out that request.

It has been my experience that a number of members who profess concern about the Great Lakes in fact voted against the bill which contained that funding when it came before the House last year. I would ask whether that is enough to give hypocrisy a bad name.

[The Wisconsin congressman on to say that Great Lakes funding is one of his] "highest priorities, "[b]ut, sometimes, there are good reasons to trim even the programs we care most about.

I would have some difficulty taking seriously members who pose for political holy pictures by sending letters asking for increased funding and then vote against that legislation that requested funding. I understand there are huge temptations in this institution to try to have it both ways. But, in a tight budget year, that is going to be very hard even for the most spectacularly inconsistent of members.

Of course, David Obey doesn't object to the spending, he just objects to the hypocrisy.  So perhaps I half-agree with Obey:  the hypocrisy needs to stop.  If Congress is ever going to get control over spending, it needs to stop spending, period. 

How about a budget freeze?  Or, a budget freeze and a 2.5% or 5% cut across all programs, all spending?  Yes, even DoD, Social Security, Medicare.  Imagine how the markets would react with just the spending freeze, let alone a budget cut.

Until then, China, Japan and the Middle East will continue to purchase our debt, creating a serious national security issue for the U.S.

The addicts need treatment.  Now.

Where's The Beef? We Need To Do More Than Complain.

Well, I'm wondering the same thing.  The Democrats and the Congressional Hispanic Caucus are all upset over a Republican videotape criticizing President Obama's national security strategy, or lack thereof, and asking, "do you feel safer?" 

I understand the GOP is on the ropes.  And I understand the power of negative advertising.  But I also understand that you can't just complain, but need to offer alternative ideas.  Of course that may be difficult with all the noise that exists in the media and the bias that exists in the media.  But, until we learn to do more than just complain about an opponent's position or ideology, and instead couple negative advertising with alternatives, the GOP will remain on the ropes.  

Here's the videotape that's circulating around the Internet, on You Tube, that was produced by House Republicans and House Minority Leader John Boehner.  Watch it and see if you agree.  It might poke Obama on national security, but I don't see anywhere that it offers any alternative ideas.  Until we have a clash of ideas instead of a clash of negative ads, the GOP will continue to wander around the wilderness.

My Fellow Republicans: We Need To Be More Than The Opposition Party

The following letter was sent by former Speaker Newt Gingrich to the Republican National Committee:

 

First, as I've written on these pages, Governor Rod Blagojevich is innocent until proven guilty, despite what the political pundits, commentators and others say.  And, for the first time tonight, I'm actually hearing defense attorneys and former federal prosecutors starting to punch holes in U.S. Attorney Patrick Fitzgerald's case.  But for God's sake, let the case run its course.  Otherwise, let's just hang him in the public square tonight and get it over.

Second, for the RNC to step in and start this early with an attack ad on Blagojevich, Obama and Illinois Democrats smacks not only of opportunism, but a fatal backward slide into becoming just the opposition party.  I've always thought that one result of the GOP's wilderness years as the minority is that those years made the GOP great at opposing, and not so great at governing.  With a new President not even in office, they're proving me right.

How about waiting until President-elect Obama is actually sworn in before starting the attacks?  Better yet, how about offering opposing solutions?  For example, how about not just opposing automobile manufacturers bailout, but making a strong, reasoned case for Chapter 11?  How about instead of opposing this or that issue, offering an alternative idea?  Then, you not only practice good governance, but you show the voters that GOP ideas matter.

Otherwise, it's back to the wilderness.

I don't have a problem with attack ads.  I don't have a problem with a fierce opposition to Democrats or others on issues where we disagree.  I want a strong opposition.  But, we have to do more than just oppose.  At this time of rampant socialism, an expanding federal government, fiscal insanity and two wars, we need more than just opposition.  We need alternatives.
